General Information

Certification and Personnel Management

  • Crewing should check certificates of competency, flag endorsements and medical fitness before a seafarer joins, not after.
  • An officer experience matrix helps show that senior officers have enough time in rank and on the ship type.
  • Watch rest-hour reports from the fleet for patterns of non-compliance and act on them before they appear in an inspection.

  • Internal audits carry more weight when findings are closed with evidence rather than simply marked as done.
  • The management review should use data from ship reports, audits and inspections, and its decisions should reach the fleet.
  • A superintendent visit shortly before the inspection can close gaps, but it should support the crew, not do their work for them.
